  問(wen):《意見》的主要內容(rong)是什么(me)?

  答:《意見》包括總體(ti)(ti)要(yao)求(qiu)和(he)具體(ti)(ti)措(cuo)施(shi),共6個部分16條。總體(ti)(ti)要(yao)求(qiu)明確了指(zhi)導思(si)想、基本原則(ze)和(he)目標任務。具體(ti)(ti)措(cuo)施(shi)如下:

  一(yi)是(shi)開(kai)展(zhan)普(pu)查(cha),掌握設(she)施(shi)實情(qing)。要求各城(cheng)市人民(min)政府組織開(kai)展(zhan)設(she)施(shi)普(pu)查(cha),從當地實際出發,制定總體方案,摸清設(she)施(shi)種類(lei)、構(gou)成、規模等情(qing)況,并積極運(yun)用(yong)調查(cha)、探測(ce)等手段摸清設(she)施(shi)功能(neng)屬性、位(wei)置關系、運(yun)行(xing)安全(quan)狀況等信息,掌握設(she)施(shi)周(zhou)邊(bian)水文(wen)、地質等外部環境,建立(li)設(she)施(shi)危險(xian)源及風險(xian)隱(yin)患管理臺(tai)賬。在設(she)施(shi)普(pu)查(cha)基礎(chu)上,要求城(cheng)市人民(min)政府同(tong)步(bu)建立(li)和完善(shan)綜(zong)合(he)管理信息平(ping)臺(tai),實現(xian)(xian)設(she)施(shi)信息的共建共享,滿足設(she)施(shi)規劃建設(she)、運(yun)行(xing)服(fu)務、應急防災等工(gong)作需要,逐步(bu)實現(xian)(xian)管理精細(xi)化、智能(neng)化、科學化。

  二是加強統籌(chou),完(wan)善(shan)協調機制(zhi)。要(yao)求各地根據地下空(kong)間實際狀況和城(cheng)市(shi)未來發(fa)展需(xu)要(yao),立(li)足(zu)于(yu)城(cheng)市(shi)地下市(shi)政基礎設(she)施高效安全運行和空(kong)間集約利用,合理部署各類設(she)施的空(kong)間和規(gui)模。各城(cheng)市(shi)人民政府(fu)要(yao)建立(li)完(wan)善(shan)城(cheng)市(shi)地下市(shi)政基礎設(she)施建設(she)協調機制(zhi),推動(dong)相關部門溝通共享建設(she)計劃、工程實施、運行維護等方面信息,切實加強工程質量管理。

  三是補齊短(duan)板(ban),提升(sheng)安全韌性。要(yao)求各(ge)(ge)地(di)(di)(di)將消(xiao)除(chu)城(cheng)市(shi)(shi)地(di)(di)(di)下(xia)市(shi)(shi)政(zheng)基(ji)礎(chu)設(she)施(shi)(shi)安全隱(yin)患(huan)作(zuo)為基(ji)礎(chu)設(she)施(shi)(shi)補短(duan)板(ban)的重要(yao)任務,明確質(zhi)量安全要(yao)求,加大項目和資金保障力(li)度(du),優化(hua)消(xiao)除(chu)隱(yin)患(huan)工(gong)(gong)程(cheng)施(shi)(shi)工(gong)(gong)審批流程(cheng),嚴格(ge)落實設(she)施(shi)(shi)權屬單位隱(yin)患(huan)排查(cha)治理(li)責任,確保設(she)施(shi)(shi)安全。要(yao)求各(ge)(ge)地(di)(di)(di)切實加強城(cheng)市(shi)(shi)老(lao)舊地(di)(di)(di)下(xia)市(shi)(shi)政(zheng)基(ji)礎(chu)設(she)施(shi)(shi)更(geng)新改(gai)(gai)造(zao)工(gong)(gong)作(zuo)力(li)度(du),科(ke)學制(zhi)定年度(du)計(ji)(ji)劃,逐步對超(chao)過設(she)計(ji)(ji)使用(yong)年限(xian)、材質(zhi)落后(hou)的老(lao)舊地(di)(di)(di)下(xia)市(shi)(shi)政(zheng)基(ji)礎(chu)設(she)施(shi)(shi)進行更(geng)新改(gai)(gai)造(zao)。運用(yong)第五代移(yi)動通信技(ji)術、物聯網(wang)、人工(gong)(gong)智能、大數(shu)據、云計(ji)(ji)算(suan)等(deng)技(ji)術,提升(sheng)城(cheng)市(shi)(shi)地(di)(di)(di)下(xia)市(shi)(shi)政(zheng)基(ji)礎(chu)設(she)施(shi)(shi)數(shu)字化(hua)、智能化(hua)水平。

  四是壓(ya)實責(ze)(ze)任(ren),加強(qiang)設(she)(she)施(shi)養(yang)(yang)(yang)護(hu)。要求(qiu)各地嚴格落實城(cheng)市地下(xia)市政(zheng)基(ji)(ji)礎(chu)設(she)(she)施(shi)建(jian)設(she)(she)管理(li)中的(de)權(quan)屬(shu)單位(wei)主體責(ze)(ze)任(ren)和(he)政(zheng)府屬(shu)地責(ze)(ze)任(ren)、有(you)關行(xing)業部(bu)門(men)監管責(ze)(ze)任(ren),建(jian)立健全(quan)責(ze)(ze)任(ren)考核和(he)責(ze)(ze)任(ren)追(zhui)究制度(du)(du)。各地要加強(qiang)城(cheng)市地下(xia)市政(zheng)基(ji)(ji)礎(chu)設(she)(she)施(shi)運(yun)營(ying)養(yang)(yang)(yang)護(hu)制度(du)(du)建(jian)設(she)(she),規范(fan)設(she)(she)施(shi)權(quan)屬(shu)單位(wei)的(de)運(yun)營(ying)養(yang)(yang)(yang)護(hu)工作,建(jian)立完(wan)善設(she)(she)施(shi)運(yun)營(ying)養(yang)(yang)(yang)護(hu)資金投入機制、定期檢(jian)查維護(hu)方案和(he)應急搶險制度(du)(du)。

  五(wu)是完善保(bao)障措施(shi)(shi)。要求各省(sheng)級(ji)人(ren)(ren)民政府(fu)健全(quan)(quan)牽頭部門抓(zhua)總、相關部門協同配(pei)合的(de)工作機制,督促指導(dao)(dao)本地區城(cheng)(cheng)市(shi)(shi)人(ren)(ren)民政府(fu)扎實(shi)推(tui)進(jin)城(cheng)(cheng)市(shi)(shi)地下(xia)市(shi)(shi)政基礎(chu)設(she)施(shi)(shi)建(jian)設(she)各項工作,通(tong)過運(yun)行效率評估,結合城(cheng)(cheng)市(shi)(shi)體檢,找(zhao)準并切實(shi)解決突出問(wen)題(ti)和(he)短(duan)板,保(bao)障設(she)施(shi)(shi)安(an)全(quan)(quan)運(yun)行。各地要加大宣傳(chuan),推(tui)廣可(ke)借(jie)鑒案例,推(tui)介可(ke)復制經(jing)驗,引導(dao)(dao)市(shi)(shi)場(chang)主(zhu)體積極參與,發動社(she)(she)會(hui)公眾進(jin)行監(jian)督,增強全(quan)(quan)社(she)(she)會(hui)安(an)全(quan)(quan)意識,營(ying)造良好輿論氛圍(wei)。

  問:關(guan)于做好(hao)《意見》貫徹落(luo)實工(gong)作有哪(na)些考慮?

  答:2021年(nian)是(shi)國民經濟和社會發展“十(shi)四五”規劃開(kai)局之(zhi)(zhi)年(nian),也是(shi)《指導(dao)意見(jian)》印發實(shi)施(shi)的(de)開(kai)局之(zhi)(zhi)年(nian),為指導(dao)各(ge)地做(zuo)好(hao)學習貫徹工作,擬重點開(kai)展以(yi)下工作:

  一是召開(kai)專題會(hui)議。采(cai)取電視電話會(hui)議形式,組(zu)織各省住房和(he)城鄉(xiang)建(jian)設等(deng)有(you)關部(bu)門召開(kai)專題會(hui)議。請部(bu)領導對學習貫徹《指(zhi)導意見》工作進行動員(yuan)部(bu)署。

  二是制定工(gong)作手(shou)冊。制定印(yin)發《城(cheng)市(shi)市(shi)政基礎設施普查工(gong)作手(shou)冊》,指導各城(cheng)市(shi)人民(min)政府(fu)開展城(cheng)市(shi)市(shi)政基礎設施普查工(gong)作。

  三(san)是開(kai)展(zhan)宣貫培訓。采取視頻會議形式,以會代訓,圍(wei)繞具體專(zhuan)題,對各省(sheng)級(ji)住房(fang)和(he)城(cheng)(cheng)鄉(xiang)(xiang)建設(she)主管(guan)(guan)部門(men)有關處(chu)室負責同志進行宣貫培訓,并(bing)結合疫情防控形勢,視情依托干部學院開(kai)展(zhan)對各省(sheng)級(ji)住房(fang)和(he)城(cheng)(cheng)鄉(xiang)(xiang)建設(she)主管(guan)(guan)部門(men)、城(cheng)(cheng)市負責同志的地(di)下市政基礎設(she)施建設(she)工作培訓。

  四是(shi)加強(qiang)經驗(yan)推(tui)廣。邀請有關專家(jia)對(dui)各地(di)加強(qiang)城市地(di)下市政基礎設(she)施(shi)(shi)建設(she),開展設(she)施(shi)(shi)普查、完(wan)善保障措施(shi)(shi)、補短(duan)板等工作進行現場指導。梳(shu)理總結各地(di)好的(de)經驗(yan)做法,供(gong)各地(di)參考(kao)借鑒。
